Julie Butcher

Another policy implemented at Butcher's urging and duly passed by the City Council is that of a smaller pay raise for LAAS employees (they are already the highest-paid shelter workers in the entire NATION), in order to make it much more difficult to fire someone who is negligent and incompetent. This means that when Boks knuckles under to Butcher, employees who abuse animals won't be relieved of their jobs.

With the likes of David Diliberto, we have a Commander who covers up employee misconduct (especially his own sexual harassment of subordinates). This will continue unabated unless we get someone really bright and with a legal background in the GM position.

If we have a sophisticated and educated GM who is firm and savvy about union contracts, there is, indeed, recourse for handling incompetent and abusive employees--despite the horrific Jezebel Julie. There is a union oversight board--and other departments that can intervene--to investigate these issues and ensure that the unions are abiding by federal policy.

It should be a GM's job to protect our animals from abusive, incompetent, worthless employees under a rep like Butcher.

Let us add in closing that even though Julie Butcher looks like she could have single-handedly put on the cement overshoes that dragged Jimmy Hoffa to his death to "swim with the fishes," she doesn't scare ADL-LA. She is a pathetic and vile individual who chooses union profits over the lives of animals--and she has gallons of their blood on her evil hands!

We will never back down until they STOP THE KILLING!

On May 24th, 2004 Butcher tried to get the Public Safety committee to spend over one hundred eighty five thousand dollars on surveillance equipment at the six city shelters. If Butcher wants her "union employees" to be protected from middle aged peaceful volunteers and rescuers who are doing the job that we are paying HER employees to do, she is barking up the wrong tree! Maybe she ought to start cleaning up her employees act, and make sure they are not abusing, neglecting and killing innocent animals. Then there wouldn't be a need for surveillance cameras.

Her voice mail says "I'm out organizing, agitating and annoying" (obviously it's not on behalf of the innocent animals she and her employees abuse, neglect and slaughter every day.) She is a real piece of scum.

On August 4, 2003, Julie Butcher, representing Local 347 (Service Employees International Union), issued a press release criticizing ADL-LA and implying that we sat on the Head Executioner Cassandra Smith's front lawn, which is untrue. She also states that all the LAAS union employees deserve respect and consideration. The problem we have with that statement is that many of the LAAS union employees are nasty, apathetic, lazy, and incompetent. They also have been known to abuse, torture and kill the animals in their care. Many are unhelpful to the public, are rude to rescuers and volunteers, assault and give the public the "finger" and have been convicted of violent crimes. Jan Theissen, an Animal Control Officer (aka dogcatcher), was charged with battery upon his pregnant wife and assaulted a rescuer at the pound. Jay Otho Wooliver was involved with armed robbery along with his being under the influence of crack cocaine while at the pound working (both these individuals have access to firearms as part of their jobs at the pounds.) Both these individuals have harassed and intimidated the public and have been abusive to animals. But it doesn't end there. Jason Avery, a Union employee, struck a cat over the head so hard that she bled out of her nose and mouth and ended up dying a slow painful death inside her metal cage at the pound. Two out of the three Union employees who witnessed this crime didn't have the morality, the courage or compassion to come forward about this horrible beating.

These are just a few out of the hundreds of examples of horror stories that go on by Local 347 workers behind the cinderblock walls in our six city shelters. And if the shelter animals could talk, Butcher would be jailed for life along with some of her union workers.

Butcher and the union 'mobsters' have negotiated the highest pay and benefits for the Local 347 employees, more than any other kennel workers in the Nation; and they are some of the worst employees and human beings in the Nation. Part of the problem is that because of the corruption and mismanagement in the LAAS administration, it takes an act of God to fire one of Butchers union workers. But believe me, they CAN, THEY SHOULD and the WILL be fired.

Most of the employees go to work for the LAAS NOT because they care about animals, but because the pay and benefits are so good. And the more animals to capture and kill, the more workers the Union can employ and the richer Butcher and the mobsters get.

ADL challenges Butcher to put her actions where her words are when she says: "The workers of this department support every possible move we can make towards a citywide "no kill" policy. How we get to that goal is not by sitting on the front lawn of Dr. Cassandria Smith, the department's chief veterinarian. It is by working together to tease apart the myriad, costly, long-term policies and practices that robust public dialogue will get us to.

WHAT IS SHE TALKING ABOUT? Is she on crack herself? Robust public dialogue has been going on for fifty years regarding the pounds and the horrors that go on inside them. Neither Ms. Butcher nor her union has done anything to stop the abuse or the killing. In fact, Butcher tries to make sure that workers like Wooliver and Theisen keep their jobs even though they shouldn't be allowed near animals or children, and certainly should NOT have access to firearms.

"If Local 347 employees and their union really support a 'no kill' policy, and really believe that killing more than 50,000 healthy, dogs and cats every year is wrong, then ADL calls on them to call a GENERAL STRIKE demanding the replacement of a corrupt administration with humane and progressive individuals, become proactive in adopting out shelter animals and to REFUSE to participate in the horrific killing themselves. This action will save the lives of tens of thousands of animals, and earn the employees and their union the respect they claim to deserve:

Butcher goes on to say "LA's kennel workers and it's Animal Control Officers-people known as the 'dogcatchers'-demand to be treated with the highest level of dignity. The animals and the people upholding their welfare deserve no less."

The innocent, undefended cats, dogs, puppies and kittens, rabbits and wildlife unlucky enough to end up in one of the city's DEATH CAMPS, deserve the highest level of dignity, NOT their killers. This is like the head of the Nazi party asking the Jews to treat the Gestapo, Nazi guards and those who gassed the Jews with dignity!

Until the animals get the dignity, compassion and respect they deserve from these overpaid Union employees, and glorified 'dogcatchers' ADL-LA will be there to make sure the animals are protected and the employees are exposed as to the neglect, abuse and suffering that they perpetrate upon those innocent beings supposedly in their "care."

The pounds under Local 347 aren't "shelters", they are Death Camps, they are Hell Holes and they are Slaughterhouses. And no matter how Butcher tries to "spin doctor" the facts, she condones and is complicitous in the killing.

We ask those decent, caring and compassionate kennel employees of Local 347 to join our campaign. Make a difference to the animals who count on you every day in LA pounds, and are instead murdered for their trust.

In an article dated July 1, 2003 Local 347 announced that the L.A. City Attorneys will become members of their Local/union. Everyone's now in the same bed. The conflict of interest between the City Attorney's and the LAAS staff and kennel workers is complete. Before, a conflict existed because the City Attorney's office represented the LAAS; that was bad enough because City Attorney's would be loathe to report any misconduct on the part of the shelter workers due to the fact that another City Attorney might then have
to turn around and defend the offending shelter worker. So, in reality, no City Attorney would want to put its own office in that position and would more inclined to just sweep things under the rug.

Now it's even worse because any City Attorney who has the courage to report a shelter worker and that worker, say, was disciplined or even fired, the same union that represents the disciplined/fired worker would have to stand up to defend that worker against the accusations of another union member (the complaining City Attorney.) And this is EXACTLY what happened in the horrible beating death of Tigra the cat. Robert Ferber, the City Attorney decided not to prosecute Jason Avery who was witnessed beating little Tigra over the head until she bled out of her nose and mouth. Commander Diliberto, who covered up this crime is not only Ferber's friend and colleague, but Ferber, Diliberto and Avery are all in the same Union, and they stick together like frat boys; chanting that they are proud to wear the same Union Label! City Attorney Robert Ferber never prosecutes his kennel workers who are seen abusing, torturing and neglecting the shelter animals. Ferber has neither the courage nor the conviction to go up against a fellow union employee.

Steven Butcher - the fifteen-year-old obese thug, son of Local 347 Union Representative, Beldame Julie Butcher - was found GUILTY of a felony in juvenile court! He will be on formal probation for three years - and, if he breaks probation, will serve time. ADL-LA does not know precisely what his felony conviction stems from (in juvenile court, these matters are kept confidential.) We however, found out this information after Pamelyn Ferdin (a member of ADL-LA) went to court along with two other activists to testify against Steven Butcher for brandishing a steel golf club at several demonstrators last Labor of Love Day Protest and threatened to get a gun and kill them. We do not know if Steven Butcher was convicted for this assault against Ferdin and the other activist, but we did find out that "Little Stevie" had also been charged in an unrelated incident with a FELONY!

His mother, the witchie-poo Julie Butcher defends and uses her power as representative for Local Union 347 to prevent any of the Los Angeles Department of Animal Services employees from being disciplined, demoted, transferred, or fired - even though many have and currently continue to neglect and abuse animals and are unqualified for their jobs; come to work intoxicated or high on drugs; and are nasty and unprofessional to the public. Butcher's Local 347 Union ALSO coincidentally represents the CITY ATTORNEY'S OFFICE. Butcher, herself, has donated to City Attorney Rocky Delgadillo in order for him to target, harass, and attempt to prosecute animal rights activists who are critical of LADAS. It's interesting to note that on the day Delgadillo held a Press Conference announcing fourteen bogus charges against ADL-LA and calling the non-profit, above- ground protest organization a "criminal enterprise," Butcher's ugly mug was behind Delgadillo on the podium and then stated under oath that ADL-LA is a "terrorist organization." Ironic, isn't it, that Unions have a strong history of violence, protest, mob activity, and murder - but Butcher seems to be using ADL-LA as a scapegoat in order to keep her incompetent and terroristic employees paying their dues.

Now, of course, Ed Boks has the ability to follow the law and to document and set up protocols in order to be able to discipline, transfer, or even fire unqualified, incompetent, and just plain lousy employees - but he doesn't know how to do this, so he allows grand puppetmaster Butcher to pull the strings. This is why these terrible supervisors are simply being shuffled around to different shelters, instead of being retrained or transferred to another City job that does not oversee the needs and care of LA's homeless, lost, or feral animals.

Unfortunately, only Pamelyn Ferdin was called in to testify - even though another victim of "Bad Boy Butcher" was waiting in the wings to testify along with another activist who witnessed "Little Stevie" (as the Defense fondly referred to him) and his mother sitting in juvenile court jotting down notes that would make even a convicted animal abuser wince. Yes, folks, it seems that the three activists who were sitting in the waiting area across from Club-Wielding Baby Huey and Mommy witnessed them laughing and his mom encouraging her son to write down notes on a piece of paper and then hold them up for the activists to read.

We wouldn't care about their inane, inarticulate jabs - except they show the type of individual Julie Butcher is and why her son has turned out to be the nasty, sick, fat boy he is boasting a felony on his record at the tender age of fifteen. If Julie Butcher can't even teach her own son to be kind, caring, and able to string two words together in a coherent sentence at his age, then what does this say about her being able to oversee and represent the LADAS employees?

Because neither of the three activists could believe what they were witnessing between this Fat Stuff and his mother, when Bad Boy Butcher tossed the notes in the garbage on his way into the courtroom, Ferdin quickly retrieved them!

ADL-LA hopes that Ferdin's testimony played a part in Bad Boy Butcher's felony conviction, since the referee (apparently it wasn't a judge presiding over Steven Butcher's case) did at least hear Ferdin's testimony. Of course, Steven Butcher (who was represented by a top- notch, expensive, nasty defense lawyer - whose fee was paid by 347 union members without their approval, and who called Steven "Little Stevie" throughout the hearing, trying to influence the referee on the bench to think of this big, burly teenager as a mere child) got on the stand and LIED through his teeth. He stated that he just "pointed the golf club at the activists to protect his mother and that the only individual he pointed at was a large Hispanic protestor who was threatening HIM." Just like Diliberto, wife Karen, and neighbor Steven Shibel, animal abusers and their families seem to have no problem lying on the stand under oath.

Ferdin and the other victim had to call repeatedly, almost every day for over two months, to even get an LAPD detective and the DA to take them seriously. Do you think that if it had been the other way around and an ADL-LA protestor brought a steel golf club to a protest and swung it at the animal abuser (Julie Butcher) it would be dealt with in such a casual, unimportant way by the LAPD detective and the DA's office? We don't think so; and this is just one more reason why above-ground activists such as ADL-LA and others need to fight and be very persistent in order to keep their rights to be able to legally protest City-paid officials. If we allow the corruption seen here in Los Angeles under Delgadillo and Villaraigosa to prevail, we will end up one day being unable to exercise ANY of our rights under the Constitution.

This City under Villaraigosa and Delgadillo has become a christofacist police state, and - just as in Nazi Germany - it's happening slowly enough and only to a minority of people, so that most are oblivious to it. Until one day YOU will wake up and find your city and country being totally run by a corrupt dictatorship. THEN you're going to regret not fighting back when you still had some of your rights with which to do so.

In closing, those of you privileged, comfortable, and well- fed who are afraid that if you speak out against the Ed Boks, the LADAS and corrupt city officials, you may be seen as "radical" are acting just like the Christians who kept their mouths shut while the Nazi's were taking away the rights of Jews - first forcing them to always carry ID cards, then moving them to the ghettos, then putting them on trains, and then sending them to the "showers."

What will it take for those of us who care about and want to stop the LA City DEATH CAMPS from terrorizing and murdering innocent animals to get off their butts and say, "We're as mad as hell and we're not going to take it anymore!"? ADL-LA and other independent activists have been saying this and taking their cause to the streets for the past three years; where have YOU been in this fight?

If not you, then who?
If not now, then when?
